Edit LP not granted to object owners
1 Description
When a user creates a new folder within a course or group she/he gets most of the permissions related to this object - except Edit_Permission. This includes also the permission to edit the learning progress of this object and to see the learning progress of users that are using this folder (e.g. uploading a file in this folder). But this can become a privacy issue!
The original idea of granting permissions to an owner of an object was to allow her or him necessary actions related to this content like reading it, moving it or deleting it. But the permission to have access to other user's learning progress is not part of these necessary actions because this permission is no mainly related to the content but to other users.
Therefore we suggest to remove EDIT LEARNING PROGRESS from the list of permissions that is granted automatically to owners when creating a new object. This permission should always be granted seperately from the default creation process (e.g. by granting this permission through a higher role for course or group administrators).
Sollen Mitglieder eines Kurse selbst Dateien in einen Kurs hochladen, so kann dafür vom Kursadministrator/Kurstutor ein Ordner als Upload-Bereich eingerichtet werden. Nach Erteilung der entspechenden Rechte auf diesen Upload-Ordner können Kursmitglieder dann die Uploads vornehmen. Dabei können die Rechte hier so gesetzt werden, dass Kursmitglieder innerhalb des Upload-Ordners das Register 'Lernfortschritt' für diesen Ordner nicht sehen.
Für eine entsprechende Zusammenarbeit bzw. für bestimmte Lernszenarien, kann es manchmal erfoderlich sein, dass die Kursmitglieder innerhalb des Upload-Ordners wiederumg eigene Unterordner für eine bessere Strukturierung anlegen können müssen. Auch dieses Recht lässt sich einrichten und Kursmitglieder können dann innerhalb des Upload-Ordners entsprechende Unterordner anlegen.
Problem
Wenn nun ein Kursmitglied einen Unterordner anlegt, sieht er dort auch immer das Register Lernfortschritt. Er hat an diesem Unterordner den Status 'Besitzer' und damit alle Rechte an dem Ordner. Das Register 'Lernfortschritt' ermöglicht jetzt aber dem Besitzer-Kursmitglied zumindest zu kontrollieren, wer von den anderen Kursmitgliedern den Ordner wann betreten und genutzt hat. Dies halte ich für datenschutzrechtlich bedenklich!
Vorschlag
- Entweder kann der vorhandene Ordnertyp so umgebaut werden, dass er - wenn ein Kursmitglied das Recht erhält Ordner anzulegen - nie das Register 'Lernfortschritt' zeigt
- Es gibt einen neuen Ordnertyp ("Ordner-Light") der für die Nutzung durch Kursmitglieder vorgesehen ist und kein Register 'Lernfortschritt' enthält.

JF 19 Mar 2012: We discussed whether ownership should really grant the "Edit Learning Progress" permission. The ownership concept should secure that the owner of an object has sufficient permission to handle the object (edit, delete, ...), but it seems to be questionable that the user gets permission to see user-related access data.
So our current preference is to change this behaviour with 4.3: Ownership does not grant "Edit Learning Progress" permission anymore.
