Abandon implicit latex support in surveys

1 Reasons to Abandon Feature

There is an implicit support for latex in surveys. Implicity means, there is no button offering to add tex (like in other parts of the system), but you could enter tex tags manually that would be interpreted later.

This implicit support should be removed with ILIAS 11, since it is a) quite hidden and b) surveys are a main tool for doing evaluations and have no need to present mathematical formulaes (as do content components or tests).

In the current trunk version, this implicit support does not work, so there does not seem to be any code that needs removal.
