Move License and Download-Link to Footer

1 Initial Problem

We carried out some Usability Tests and found out, that noone searched in the Info page for the license information and the download button for the public access export.

2 Conceptual Summary

We propose to move the license information and download-link to the footer. It should be context sensitive and only appear on pages with learning content.
