Improve ordering of permissions of roles

1 Initial Problem

In the current implementation of the list of object permissions of a role, the most entries start with the visible and read permissions (if present for this object). But ths differ for some objects (like e.g. groups, courses, learning sequences)

This can cause errors and improperly set permissions if people click like "the first two permissions for every object to grant visible and read" and not change this pattern for the mentioned objects.
