Remove «Typical Learning Time from LOM Digest»

1 Initial Problem

LOM Digest should allow capturing important Metadata. The bwOERconnect project reviewed national and international OER repositories and referatories, to determine what metadata is offered as filters for finding OER in them. «Typical Learning Time» was found in none. 

2 Conceptual Summary

 «Typical Learning Time»  is to be removed from the LOM sub-tab. However it will remain a part of Educational in the Full LOM Metadata Editor and can still be set. It just looses its place in the front row.
