1 Initial Problem
Not every installation uses LOM, but there is currently no way to deactivate the 'LOM'-subtab in the 'Metada'-tab of Objects (or the whole 'Metada'-tab, if Custom Metadata or Taxonomies are also not in use). This means unnecessary visual clutter, and in some cases unnecessary clicks to get from the 'LOM'-subtab to Custom Metadata or Taxonomies.
2 Conceptual Summary
A checkbox is introduced in the Metadata-Administration that can disable the 'LOM'-subtab installation wide. LOM is still created for objects and kept up to date, so that LOM can be toggled on again seamlessly.
Additionally, the checkbox also controls whether LOM is shown in the 'Info'-tab of objects, to avoid showing information that can't be changed.

3.2 User Interface Details
In the Metadata-Administration, a checkbox 'Enable LOM Editing' is offered with the following info text:
Enable the editing of the LOM of Objects in their ‘Metadata’-tab, and shows a selection of LOM fields on their ‘Info’-tab.
By default, it is enabled.
Because of the inclusion of the OER-Harvester's status in this form, it can't be moved to the KS as is. It is currently under investigation in the course of the LUI project what to do with this and similar navigational elements in the administration. When this has been worked out, the form will be moved to the KS, but not as part of this feature.
If the checkbox is disabled, there is no 'LOM'-subtab offered in the 'Metadata'-tab of Objects. If there are also no Custom Metadata or Taxonomy tabs to show there, the 'Metadata'-tab is not offered at all.
Additionally, the LOM sections on the 'Info'-tab ('General' and 'Licence and Use') are also not shown.

4.2 Technical Aspects
This proposal only disables the display of LOM in the UI. All other LOM-related functionality remains untouched: LOM sets are still automatically created for new objects and title/description are kept up to date, LOM is still included in exports, etc.
Whether 'Enable LOM Editing' is on or off will be readable from the LOM API, such that other components (such as InfoScreen) can easily react to the setting.

The Metadata privacy documentation will be extended to say that disabling the 'LOM'-subtab does not mean that no information is being processed in the background.

5 Discussion
Kunkel, Matthias [mkunkel], 04 March 2025: This request makes a new problem since ILIAS 10 even bigger: empty Info pages!
Due to the feature Abandon Adding Tags on «Info-Page» we now have a couple of object types where no more information is presented to users on the Info page (see examples in the FR, sec. Discussion). If we also deactivate LOM for the remaining object types that present only licence information since 10 we have even more object types with an empty Info page. And IMHO an Info page with no information displayed feels like bug. We have to present at least the suggested info message.
Schmitz, Tim [tschmitz], 05 March 2025: Thanks for bringing the issue to our attention Kunkel, Matthias [mkunkel]. Empty Info Pages indeed look broken, but I would argue that showing the 'Nothing to show here.' message box you propose in the discussion under Abandon Adding Tags on «Info-Page» is at least marginally more helpful than showing a few fields from a default LOM set. Keeping LOM obligatory would prevent completely empty Info Pages in some cases, but the information shown would be pretty much completely useless.
JourFixe, ILIAS [jourfixe], 17 MAR 2025: We highly appreciate this suggestion and accept the feature for ILIAS 11. The problem of an empty 'Info' page should be solved by the solution proposed for the above mentioned feature (Abandon Adding Tags..).
