Setup: Rename `build-artifacts` to `build`

1 Initial Problem

The ILIAS-Setup has a command called `build-artifacts` that, well, was supposed to build artifacts. Since we will need to build more stuff then just artifacts (like the content of the public directory), we would either need to introduce a new command `build` or have a name that suggest less then it actually will do.

2 Conceptual Summary

The command `build-artifacts` will be renamed to `build`. This move will be done accordingly in the code of the application.
