Show Bar Charts in Assigned Competence Profiles in Achievements

[Hide]1 Initial Problem
ILIAS 8 introduced the bar charts as a new kitchen sink element. This can variably be used and is currently located (afaik) in three places: Competence results of test, Competence results of survey, Competence overview within courses/groups. This is valuable when working with local competence profiles but not usable for global competence profiles which are located in Achievements->Competences->Assigned Competence Profiles.
2 Conceptual Summary
We would like to introduce the bar charts on the screen of the competence profiles (status quo ilias 7: Achievements->Competences->Assigned Competence Profiles; ILIAS 8: Behind the panel of the corresponding competence profile. In order to achieve this some decisions still need to be made:
- Do we want to generally introduce the bar charts at this place or is there to be an option on/off?
- What competence values should be shown in the bar chart? The best, the last or all competences values?
