Objects within courses and groups count into target profiles and are shown in bar charts

This issue has already been discussed on Mantis, see 0031251: Wrong view is shown upon completing a profile. As part of the discussion, we noted that the issues should be conceptually addressed in a feature request.

If there is a simple solution/partial solution for this issue, we would be happy to make this solution available via a bugfix for previous ILIAS versions as well.

1 Initial Problem

To describe the initial problem, it is necessary to shortly explain how competence profiles work. Learning Ressources can be assigned to competence levels in competence management. If users pass the Learning Ressources, the corresponding level is considered fulfilled. Competence profiles are used to specify competence levels for users.

If competence profiles are used in courses and groups, Suggested Learning Resources are also displayed to users. If you pass a Learning Resource, a competence level is reached and displayed in the overview of competences in courses and groups. However, the competency entries achieved by working on Suggested Learning Resources are not taken into account when fulfilling the target level. This confuses users (see Screenshot). In courses and groups, only direct assignments of competencies by course admins or tutors lead to the achievement of a competence target level currently.

This behavior should be changed so that all objects within a course or group are relevant to meeting the competency target. 

2 Conceptual Summary

All objects that are within a course or group and have been assigned to a competence level as a resource should not only be displayed in the "Competence" tab (current behavior), but also lead to the achievement of the competence level within the course.

If there are competence entries in a course container object, the competence entries of the subobjects are taken into account as well as the competence entries of objects within the subobjects.

The competence entries of the objects within a course should also be displayed in the graphical representation (bar charts).
