Present Competence Records once they are generated

1 Initial Problem

Oftentimes learners do not know how to use the Personal Desktop /Achieverments / Competences.
They are presented with an empty screen and are unaware they it is upon them to to add some competences. 

2 Conceptual Summary

The View "Selected Skills" is re-labled to "Competence Records".

When ILIAS writes a competence record for a user (i.e. through tests or survey or courses / groups or by completing of learning material), the respective competences are automatically be added to "Competence Records" for this user.

However users can still manually add competences.
