Remove Java FileManager

1 Reasons to Abandon Feature

The feature has been implemented for ILIAS 4.3 and has been in core for many years. Currently the implementation does no longer work in any modern browser and the last update of the FileManager was abount 6 years ago.

• not updated since 6 years
• current maintainer of the File Object does not see this in his responsibility
