Default sort order by date for newly created forums

1 Initial Problem

When creating a new forum, the default sort order is "Sort by Posts". This view requires a lot of screen space and doesn't work on mobile devices.

There is no way to change the default sort order for new forums in the ILIAS administration. Instead a tutor/admin creating a new forum is required to switch the sort order via the forum settings each time a new forum is created.

2 Conceptual Summary

The default sort order for newly created forums should be changed to "Sort by Date". This would make forums look better right from the start without having the user to change the sort order initially.
This change does not affect existing forums in any way. In addition tutors/admins can still set forums to "Sort by Posts" if required.

Optional: The default order could be determined by a new setting in the ILIAS administration (Administration > Forum), but this is not a requirement for me.
