Streamlining Options in Object-internal Actions menu

1 Initial Problem

The Actions menu should be available within all modules and contain at least the following features/actions:

• Add to Desktop
• Comments
• Notes
• Tags

But not all object types offering these actions. And in some components the Actions menu is missing at all

Streamline the use of Actions menu in ILIAS and offer at least the basic options in all components
