Pause Creation of Certificates

1 Initial Problem

When working with learning progress you run into a problem when you have activated the certificate plugin for that course. It may happen that some users are shortly set on the "passed" status and thus the certificates are being created. We want to add a stop/start button in the config such that the certiicate creation is paused. This way you are sure that no unwanted certificates are sent. In this case you can clean up the database and later restart the certificate creation.

2 Conceptual Summary

We need a start/stop button so certificates are not created. The event hook should not halt, certificates should still be registered in the plugin.

Config Page of the plugin has a start/stop button and an indicator whether it's running or stopped.
