Simplify External Assessment

1 Initial Problem

By now (version 5.1), an external[1] assessment of a user's / employee's /student's competences by another person can only be realized in the framework of a 360° Feedback Survey.
However, in corporate reality this would often be like using a sledgehammer to crack a nut, as the most common way of externally assessing people still is a superior assessing an employee by his / her own judgement. ILIAS does not support that by now, and there isn't even any kind of UI where this could be carried out..

2 Conceptual Summary

So, "Introduction of 'Staff' page" views, in case they are introduced in ILIAS, should also provide a way to quickly make an external assessment of the competences in a subordinated user's competence profile.

3 User Interface Modifications

3.1 List of Affected Views

1. Superior's view:

   "My Staff" (yet to be introduced, s. Introduction of 'Staff' page)

2. Employee's view:

   • skill// (in "Personal Desktop > My Competences")
   • "Personal Desktop > My Competences > Competence Profiles" (yet to be introduced, s. Show Profile-Scheduled Competence Levels on Personal Desktop)

3.2 User Interface Details

1. Superior's view:

   The superior's view should look like the "Competence Profiles" view on the Personal Desktop of the assessed employee.

2. Employee's view:

   The superior's assessment should appear as one additional line in both of the "Selected Competences" and "Competence Profiles" view on the Personal Desktop of the assessed employee.
