Restacking the Settings-Tab in Survey

1 Requirements

I propose to align the settings-tab in the survey closely with the settings tab in test.
Me and Matthias have agrred on the following organisation of the form, caps indicate the headlines with the form.

JF 8 Dec 2014: We appreciate the new order. Additionally, Jean-Luc will improve the Tiny presentation on this screen ("overflow").

Zenzen, Enrico [ezenzen], 16 SEP 2022: This request no longer fulfills the requirements of the Feature Wiki. In consultation with the maintainer I change the status of the feature request to "Redundant / outdated". If the request is still relevant, please update template and mockups.
