Better Support for mass registration

1 Requirements

if many users try to register to courses and groups, sometimes the maximum number of users is exceeded due to race conditions.
To avoid this bug a new RBAC method will be implemented which automatically locks the respective databases tables.
 
The registration in course, groups and sessions will adapted.
