Restrict Navigation based on Questions

1 Requirements

Learning Modules should offer a mode that allows only to navigate to pages, if all questions of previous pages have been answered correctly. A tutor notification should be sent, if a learner is not able to navigate any further, since the learner is "out of tries" for any question. The tutor is able to "disable" certain questions from restricting the navigation for a single user or to give the user again the full number of tries for selected questions, to be able to continue the learning experience.
 
A prerequiste for this feature to work is an option that stores the fact that users correctly answered a question, even if the navigate back to a page.
