User name always linked

1 Requirements

The user name is the general identification for a user in ILIAS and appears in all user-related contexts. In a few modules, e.g. forum, the user name is linked to the public profile (in enabled). This offers other users to know about this person. But in most of the other modules and components of ILIAS the user name appears only as a non-linked text string.

Suggestion: Implement a general handling of the user name presentation in ILIAS that allows to click on every presentation of a user name if the user's public profile is enabled.
