Create News for newly available objects

1 Requirements

At the moment news entries are only generated if new objects are created (except for wikis), for example new files are uploaded or new postings in a forum are created. It would be nice to also generate a news entry if an already uploaded file with a timing setting actually becomes available for a course member. For the course member it doesn't make a difference whether the file was just uploaded or has been created four weeks ago but only now becomes available for her/him.
 
The news should track important activity in a course and aggregate it on the personal desktop so a coursemember doesn't have to poll all his/her courses manually. But as of now if there are directories/files with timing settings they still have to be polled on a regular basis because they don't show up in the news when they become available.
