Anonymous survey with Access codes - Improvements

1 Requirements

In surveys, we should improve the option "Anonymous Survey with Access Codes".
 
We should have the possibility to prevent that registered users don`t need an Access Code to fill out an "Anonymous Survey with Access Codes".
 
There functionality "For registered ILIAS users, a survey code will be generated automatically if the option "Access with survey codes for unregistered users" is selected."
should be an optional functionality - default on.
 
If Admin deselect this option, then only users with access codes can fill out the survey. Registered users can`t fill out the survey.
