BITV 2.0 of 2011
!!!Caveat!!! I am no lawyer I am not working for a german public service - I am no expert. But I have the first public servant client coming who needs to comply with those rules to go online and now shows a tendency to rather not go online than to face accessibility hassle.
About the Accessibility Act
In September 2011 the new german Accessibility Act (BITV 2.0) was published.
It is effective for
- all web presence (internet) a) run by a german public service and b) that can be used without logging in
- for all intranet presences a) run by a german public service b) that can be accessed from the internet and c) can be used without logging in,
- as well as all progamms a) run by a german public service b) that are to be accessed by the public c) without logging in.
The Accessibility Act is effective for all tools updated or becoming productive after the 22.03.2012.
What Alexandra thinks about it
- The BITV 2.0 is more specific that then 1.0, more comprehensive. But is is not a U-Turn on the former policy but is stresses the need to use easy language.
- ILIAS will be less affected than content producers. So I would advise to take a look at the editors of the system to comply with those rules. (In 2011 I have run several relevant but unsystematic tests with blind people, no-hands people and spastics. They were all able to handle 4.1 without the slightest complaint but were facing difficulties with standard content bought on the market.)
- We should take a look at our compliance level. My personal feeling is that we do comply, if not the delta is rather small. If we do comply we should boast it. Somebody should check our compliance with BITV 2.0 using this questionnaire BITV Test, for only 150 EUR an agency will check the results and award you with a kind of medal when you manage more than 90 points. You will be listet as a BITV conformant tool as you can see here some of the tools you know have passed the test and are on the 90+ points list.
Discussion
Schmidt-Sielex, Wolfgang [WSS] 2023-07-20: Feature has been discussed by a sub-group of SIG accessibility and set to 'outdated'. Request is some sort of information to make ILIAS more accessible and no real feature. Suggestion resembles our accessibility guidelines:
