Improve Sorting on Personal Desktop

1 Initial Problem
If you activate 'Courses and Groups' in the administration and define a Default of Sort Option, this can be changed by the user at any time.
There is no way to specify a fixed sort that can not be changed. Based on the feature 'Set Personal Desktop to Deck of Card Listing' we want to improve the configurability of sorting the personal desktop.
2 Conceptual Summary
It should be possible to disable or enable sort options and to set an option as Default Sorting.
- Only activated sort options are selectable on the Personal Desktop.
- If you activate only one sort option, it is automatically set as default. Users will not see a sort option on the Personal Desktop.
- If you set a sort option as default, but this is not activated, the checkbox in the "Activated" column will be set automatically.
