Show Competence in «Staff»

1 Initial Problem

Superiors cannot view the Competence records of their team members. They have not option to understand where the team stands in terms of competence records. 

2 Conceptual Summary

If the display of competence records is activated in the gloal Administration then a person that has authority via the positions presented with a new tab "Competences" in the section "Staff". 

  • The tab "Staff List" shows a list of staff with new action "Competences". The action opens a detailed view of that users competence and competence profiles both rich with information and context. The toolbar should be extended to allow for hiding/showing the comeptence levels in this view.
  • The tab "Competences" has two sub-tabs:
    • "Selected Skills" presents a table comprising all competence records giving the title of the competence the respective level achieved of a certain user.
    • "Competence Profiles" presents a table comprising all competence profiles giving the title of the competence profile and the overall status of a certain user. The overall status is arrived at by comparing the profile requirements with the last not-selfevaluated competence record for all competence profiles. If at least one competence is below profile thresholds the overall status is "not met, yet" otherwise it is "fulfilled".
    • Both tables allow to hide and show columns as well as an excel export IF the data is configured as exportable in the user management.

3.2 User Interface Details

Activation in global Administration

Global activation of the tab "Competences" in "Staff"

In case the competence service is not activated, the setting will fight back against being saved and provide a message to that effect.

Staff List entries get a new action "Competences" opening details view of the competence record of that user

Bromberger, Norbert [bromberger] May 10, 2019, Finally, the competence management closes the open points. I support the approach.

Kiegel, Colin [kiegel] 2019-05-28: A filter for "competence / level" would be very useful in the competences tab.

@Colin: Would a text filter be sufficient for you?

JourFixe, ILIAS [jourfixe], 17 JUN 2019 : We discussed this FR and found an open issue: which permission controls the access to the competence view of a staff member? We ask Martin to complete this request accordingly and to present a solution about the related permission handling. It is necessary to give or deny access to specific org units.

Kunkel, Matthias [mkunkel], 10 JUL 2019 : Concerning the sorting of entries in the Actions tab of 'Staff'; I recommend to place "Competences" straight after "Enrolments" (and before "Certificates").

JourFixe, ILIAS [jourfixe], 15 JUL 2019 : We highly appreciate this suggestion and schedule it for 6.0. Please consider the order of actions suggested by Matthias.

Studer, Martin [mstuder], 29 NOV 2019: We have made the implementations. And we have the following differences:
1. There is no setting Activate Comptences for MyStaff. We handle this via the permissions.
2. We show only the comptences not the profiles. For displaying profiles we are dependent on a service which is not yet available.

JourFixe, ILIAS [jourfixe], 02 DEC 2019 : We accept the changed implementation. Support of presenting profiles shall be tackled in a future ILIAS version in a dedicated feature request.
