Skills/Competencies in Portfolio
1 Description
Institutionally defined or learner created skill-sets can be used as a frame of reference working with portfolios:
- Learners pick a set of skills published by their educational institution and copy it to their portfolio. Then they self-assess their own level of mastery for each skill in the set. This allows learners to measures themselves against the instituional yardstick. Learners can comment on their level of competency, add artifacts to prove it and let others comment on their portfolio based on the instutionally published skill-set.
- Learners create their own frame of reference for their portfolio and devise the skill-set they want to document and foster.
Why is this feature helpful?
- Skill-sets inform learners about learning objectives that go beyond the learning objectives of this term or course. Thus they provide high level guidance.
- Skill-set based portfolio work invites learners to reflect on their current level of competency. The 'check-list' nature triggers self-assessment.
- National governments have published skill-sets for many professions, universities have published skill-sets to be acquired during a certain study. These sets may be offered to learners as a service.
- In the long run an institution builds a inventory (based on the controlled vocabulary of one or more skill-sets) of available skills of its members.

The Administration Menue "Competence Management" Settings allows to De-/Activate the Competence Management.
When "Deactivated", the entry "My Competences" disappears from the Personal Desktop Menue (that's ok! - I wanted and expected that), but it also deactivates the complete Competence Management, i.e. the possobilty for the system-administrator to work on the competences (+ templates) and create new ones.
I wished to work as SysAdmin in the Competence Management, but to keep switched off the "My Competences"in the PD-Menue (and do not know whether it is necessary at all to switch off the Competence Management for the SysAdmins.
I cannot decide where we shoud change the setting option at moment, but added a picture to illustrate my needs.
Alex 24 Oct 2011: We discussed this and considered this being a usability bug. See Manis #8098.
We also discussed the activation and selection under "My Competences". All competences and categories have an additional "Draft" status now. This allows administrators to make only subtrees of the competence hiearchy visible for users and to prepare other ones.
The "Add Competence" selection for users is not done by a drop-down anymore. Instead the (activated) competence tree sections are displayed and the user can choose "selectable" competences to be added to her personal list of competences.
