Import/export role templates

It should be possible to export role templates from ILIAS and to import them as well.
This way, workload spent on designing sophisticated RBAC scenarios could at least partially be re-used in other ILIAS installations.

• Scheduled for: not scheduled yet (has been scheduled for v. 4.3 but postponed due to missing funding)
