Reduction of Time Zone Settings in Individual User settings

1 Initial Problem

The user is very challenged by the number of relevant and less relevant settings in the individual user settings.

The settings "ILIAS Time Zone", "Date Input Format" and "Time Format" seem really prominent due to their volume and complexity.

Other important things get lost in the proportion.

2 Conceptual Summary

To reduce the amount of information and selections, the default values should be displayed. The user is given the option to customise these settings.

Abandoning the settings because they are also duplicated in the calendar settings is probably not a good idea because the calendar can be switched off, but the settings may be necessary for the user.
