Rollout global Configuration of User Settings

1 Initial Problem

No new values can be rolled out for the various globally definable user settings.

Some settings have a default value that can be changed if it has not been changed by the user.

However, manual changes are no longer covered by a global change.

2 Conceptual Summary

All settings under "User Settings" should support a "Rollout Default User Setting to all Users" in the action menu per row.

Defining multiple settings via Bull Actions does not appear to make sense, is very complex to handle and may have far-reaching consequences.
