Settings-tab for Talks

1 Initial Problem

The Content-Tab of the Talk comprises its Settings, as well as the assigned Custom Metadata used for minuting. This is confusing. 

2 Conceptual Summary

A new "Settings" tab is introduced to Talks. It comprises the General and Talk Serial Settings currently found on the "Content" tab. The Custom Metadata form stays in the "Content" tab

Implemented as described above. All links to Talks with labels like 'Edit' now link to the new Settings tab.
