Introduce ::before selector for sections

1 Initial Problem

The possibilities to design sections using Content Style in ILIAS are limited, e.g.  the positioning of icons within a block. For this reason we want to introduce the selector ::before for sections. 

2 Conceptual Summary

In addition to the :hover tab, a new :before tab is displayed when users edit a section in content style. Similar to the ::hover-tab, attributes of the ::before elements, i.e. background-image, can be defined in this tab.
