Determine default view for newly created forums in Administration

1 Initial Problem

With ILIAS 6.0 the default view (sort order) in forums was changed from "By Reply" to "By Date (Latest postings at the bottom)", as described in the Feature Request Default sort order by date for newly created forums.

Beforehand the default was always "By Reply". Many users are used to that presentation view and don't realise they have to change it for each Forum in the forum's settings.

2 Conceptual Summary

The institutions should have the opportunity to determine the default view of newly created forum in the Administration. It is still possible to change the presentation view of a single forum in its own settings. This option was already mentioned in the Feature Request Default sort order by date for newly created forums (see above), but only as optional feature.
