Abandon Test Setting Digitally Sign Test Submissions and Plugin Slot to sign Tests

1 Reasons to Abandon Feature

In a very mannerly Discord discussion, Chris Potter asked how the setting "Digitally Sign Test Submissions" works and if participants are forced to sign a test or if this is optional. We did not find any active user of this setting or a sign plugin. Also, we did not find any sign plugin who is working under ILIAS 6 or 7.

We like to reduce the code base for the T&A and remove the setting to sign tests digitally and also the corresponding Plugin Slot.
