Filter No Organisational Unit Assigned in User Management

[Hide]1 Initial Problem
By now (v7), the User Management doesn't allow to search for user accounts which aren't assigned to any organisational unit.
Thus, it's impossible to gain an overview of user accounts which are still to be allocated in the organsational structure.
There are even filters like "No Courses Assigned" and "No Groups Assigned".
However, it is much more probable that users with "no course assigned" are in a sufficient state than users with "no organisational unit" (at least if organisational units are in use at all).
So, the demanded filter option should be of at least as high relevance as the abovementioned ones.
2 Conceptual Summary
The filter bar of the table in "User Management" includes a checkbox "No Organisational Unit Assigned".
In case this checkbox is activated before applying the filter, only those user accounts will be displayed which aren't assigned to any organisational unit.
