Abandon Global Switch for Page Editor

1 Reasons to Abandon Feature

To allow editing of Content-Tabs in Root Node, Courses, Groups and the like having the persomission "Edit Settings" is not sufficient, a global setting must be switched on. 
We cannot see the need for this global switch and it is hampering reliably adressing the Toolbar entry "Edit Page" in Guided Tour. 
The switch is to be abandonned, the feature is gobally availabe and cannot be switched off.

Killing, Alexander [alex], 2 Aug 2022: Together with the feature ensuring all blocks being represented in the page editor, we could get rid of the numeric block sorting in container in the future.

Amstutz, Timon [amstutz], 8 Aug 2022: Abandon numeric block sorting would be a huge reason to push this request here. Is there anything planned/does an FR exist already?

JourFixe, ILIAS [jourfixe], 08 AUG 2022 : We highly appreciate this suggestion and abandon the global switch for the page editor with ILIAS 9.
