Get rid of client info in permalinks

1 Initial Problem

We have abandoned client support with ILIAS 7. Today, there is only one installation with one client left. There is no more need to consider the different clients on one installation in the permalink. It just makes the link unnecessarily long.

2 Conceptual Summary

Permalink syntax should be shortened as follows:

• Current permalink : https://docu.ilias.de/goto_docu_wiki_wpage_1_1357.html
• Future permalink: https://docu.ilias.de/goto_wiki_wpage_1_1357.html

Same could be done with goto links when "Readable .html URL" is not enabled:

• Current link: https://test7.ilias.de/goto.php?target=root_1&client_id=test7
• Future link: https://test7.ilias.de/goto.php?target=root_1

To prevent problems when using a bookmark with the former syntax, ILIAS should accept the former syntax as well.
