Rearrange Actions of toolbars in which hamburgers eat all entries

[Hide]With ILIAS 9, the hamburger menu function was removed from the toolbar completely, which also solved this problem.
1 Initial Problem
There are many places where toolbars are now used.
There are also many places where, however, no entry at all can be found in the toolbars in the mobile view.
All entries are "eaten" by the hamburger menu.
2 Conceptual Summary
As many places as possible should be identified and adapted in such a way that at least one action (if necessary a Primars action) or even several are available.
ILIAS must not disconnect users on mobile views.
