Setup - Move (more) Configuration from Administration to Setup

1 Initial Problem

With the CLI-Setup we have set the goal to that the "distribution of configurations between admin-menu and setup needs to be reevaluated". This spawned an according guideline and first configuration has been moved from the administration to the setup. As Issue 30672 shows, there still is configuration in the setup that is supposed to be moved to the administration.

2 Conceptual Summary

This configuration should be moved from the administration inside the installation to the CLI setup:

2021-04-30, Klees, Richard [rklees]: If you find any other configuration that should be moved from the administration to the setup, feel free to just add it in section 2.

2021-05-05, Baumgartner, Robin [rbaumgartner]: Maybe we should move the paths to the executables for "PDF Generation" (e.g. wkhtmltopdf) to the setup too? I think this would be in accordance with the Guideline for Configuration in the Setup.
