Substitute old filter implementation by new one

1 Initial Problem

The new filter implementation that has been improved by PR3333 is still only used by a few components. Several components still use the first implementation. This should be changed for ILIAS 8 to benefit from the new implementation.

2 Conceptual Summary

Components that are still using the old filter implementation should switch to the new implementation (see PR3333). This can be done as part as the usual refactoring of components.
