Sorting Panels in Dashboard

1 Initial Problem

It is currently not possible to change the order of the main panels or secondray panels of the Dashboard.

2 Conceptual Summary

In the global administration the order of main panels should be changeble and the order of the secondary panels should be changable.
Ordering should be done by the typical digit-input as in sorting subtabs.
