1 Initial Problem

For ILIAS 8, the operating behaviour for editing Column Lyout, Accordion and Advances Lists should be changed.
The Advanced Table should not be the only page element that subsequently behaves differently.

2 Conceptual Summary

No functional changes are to be made to the Advanced Table. Only the handling of Dropdown (New Column, New Row, Move Row, ... ) is to be adapted so that two different operating paradigms do not exist.
