Force language for placeholders for certificate creation

1 Initial Problem
We have an Ilias installation with support for several user languages.
But we create certificates only in one language e.g. English.
When a user is logged on in a different language than English, the placeholders in the certificate are filled with language specific data.
This leads to ugly and unusable certificates.
2 Conceptual Summary
Please add a language chooser to the certificate tab.
The placeholders for the certificate should then be filled according to the choosen language.
