Exercise: Filesize limit for submissions

1 Initial Problem

Our ILIAS installation basically allows large file uploads so that teachers can provide videos, for example. This limit also applies to upload and team upload exercises. In these cases much larger files are often prepared than are useful for the submission of exercises. This makes it more difficult for the teachers to process them.

For Upload and Team Upload the allowed file size should be configurable.
