Show Consultation Hours in Secondary Panel

1 Initial Problem

As discussed in the Jour Fixe on 27. Apr 2020 and in 0027169: Failed test: Sprechstunden über Kurs- Gruppenkalender öffnen und buchen and 0038040: Consultation Hours link missing from calendar box in "Upcoming Events" view a new secondary panel for the presentation of consultation hours should be introduced to avoid the use of legacy components.

2 Conceptual Summary

In Courses and Groups a dedicated secondary panel "Consultation Hour" would allow a more prominent presentation of consultation hours.
