New Filters for »Portfolios of other Users«

1 Initial Problem

The area "My Portfolios" should get a filter. The new filters should be used for this.
 
This would give us another filter implementation in the direct neighbourhood. This is confusing and restricting.

2 Conceptual Summary

The Tab »Portfolios of other Users« should get the new Filters. 
Filter types remain the same.
Same as in ILIAS 6: Filter is activated. Portfolio is already entered in object type.
