Streamline date filter of competences to courses and groups

Related to Adaptation of the filter to the current Kitchen Sink Element

1 Initial Problem

This feature request addresses two issues:

1. Introduction of filters (Courses/Groups > Competences > Show)

With ILIAS 5.4 introduced the option to filter competence data. This option is located in: Achievements > Competences > Assigned Competence Profiles or Competence Records-Tab. This option, however, is not available in the competence tab in courses and groups. The filtering options are also to be introduced in courses and groups.

2. Transfer to KS Element (Achievements > Competences)

The legacy filters are to be transferred to the Kitchen Sink element filter. For this purpose, the Kitchen Sink must be extended by a duration input for filters.

2 Conceptual Summary

1. In order to streamline competence screens filters are supposed to be introduced into courses/groups.
2. The filters located in: Achievement > Competences > Assigned Competence Profiles and Competence Records and the NEW filters in Courses and Groups should use the KS Element.
