Permalink to competence tab

1 Initial Problem

The competence tab of a course/group can only be reached when clicking on it because it has no permalink. Thus, there is no way of linking to this tab upon object completion or via a linked block.

2 Conceptual Summary

We would like to introduce a permalink to the competence tab of an object in order to make it reachable via url from different locations. That means a permalink is supposed to be introduced into the footer of this page.

Implemented as specified. If competences screen is not accessible the usual permanent link behaviour of the course is triggered (content on read permission, info on visible only).
