Edit target levels of competences in profiles

1 Initial Problem

The competence management in ILIAS currently allows to add target levels of competences in profiles when creating them. There is, however, no way of editing the selected target levels. If you want to change an assignment, you have to delete the target level and create it again.

Thus, we want to introduce an edit option which allows the target level to be edited.

2 Conceptual Summary

In order to achieve the easy selection of a new target level, an "edit" button is supposed to be introduced next to the competence in the global profile overview. This button is supposed to lead to the screen in which a competence level can be selected.
