option to deactivate Search users in mail function

1 Initial Problem

For legal and security reasons its very important imho, do give the admin to disable the "search users" in the mail function of ILIAS.

With the search function in Mail you can find out

- how many users exists in the system
- the usernames of all users in the system

The username is critical, because the username is in many scenarios the e-mailadress, the personell number or any other sensitive data.

2 Conceptual Summary

To meet data protection requirements it might be useful to disable the UserSearch-Function in Mail / to manage the right for usage for each role in ILIAS.
