change displayname in WIO

To comply with the data protection act (EU) it should be possible to change the user value which is used in the WIO to display the user.

In some scenarios the username is more sensitive than the name. (i.e. personellnumber)
in some scenarios the username is equal to the email adress.
In some scenarios the users should not know the last / first name of the other users.

For a uniform presentation this option should be possible to set for all users by default.

1 Conceptual Summary

a new setting allows the administrator to choose how the users should be listed in the WIO:

• firstname
• firstname lastname
• salutation lastname
• nickname
• firstname l.
• f. lastname

If a value is not given/empty the shown value could be empty or the ILIAS ID instead?

Hesse, Joel [Joel_Hesse] As discussed in Display only Nickname in Who-is-online? screen it should be possible to change the value. The Jour Fixe already agreed to the option to change this behaviour.
