change default behaviour of do not show me on who is online

1 Initial Problem

The default state of "do not show me in who is online" in the settings of the user is disabled.
According to the data protection act of the EU and discussed with two data protection officers the default state need to be enabled.
The online status is critical in many ways and the user should be conscious about this feature and his status shown to alle other users from the frist beginning/login.

There are at least three other institutions i know which agree to this and which are not using WIO due to this issue.

2 Conceptual Summary

Option 1: The default state of the "do not show me in who is online" in the settings of the user is activated by default, when the user was created.

Option 2: The whole option and text will get inverted. The text will be changed to "Show me in Wo is online."

Option 2 is the most cleaner way for a clear opt-in according to the data protection act.
